Error 14258: Cannot perform this operation while SQLServerAgent is starting

 

sp_configure 'lightweight pooling'
go

IF the run value is 1, you should change it back to 0 and restart SQL
Server to take effect.

 

sp_configure 'lightweight pooling', 0
reconfigure with override
go

then restart SQL Server.  Make sure Run value is 0.
